They're not APCs, which are actually larger and comfier for a soldier, which basically just ferry the soldiers to the fight and bug out of there.
Russia liked making smaller tanks and armor than the US. Decreased drag, smaller target, and quicker? Nah, just cheaper to produce.
Fits Empire's doctrine down pat, as their TIEs are built without light speed engines nor shields.

Also to note, a T72 and t90 soviet tanks are just about a foot taller than a normal sized man from the very top of the turret. So the gun would reach a man's neck if he's standing on the ground next to it (to be fair, the Abrams gun is only about 3-6" higher than this). Only recently did Russia start making taller equipment.
