The greebling in G1 got ridiculous with all the different textures and having the freedom to leave a piece of armor blank if I wish to do so is frankly liberating. Besides, you're not supposed to build a Bionicle figure leaving all shells naked. There's a reason pic related and other add-ons were made. CCBS shells are just the base armoring.
Anyway, no one said you should build a purely CCBS model. CCBS works mighty well when integrated with Technic, and I agree that seeing more System fused into it would be great, but as you said it is unlikely
