I'd say the equivalent of the Star Wars heads were the bigger sets like Terror Talons, Dragon Island, Skull Mountain, etc. There were even "halfway points" class-wise like those action figures with the opening torsos, I don't remember what they were called.
Anyway, you missed the point of Horror Heads. They were a cheap thing your parents might buy to keep you quiet on a shopping trip, whereas a full Doom Zone was too pricey. They were also pocketable, which was fun. I remember always having one of these in my pocket in like 1st grade, stealthily playing with them behind my math book during class. You'd be surprised how much fun you can wring out of one of these when you're bored.
