The Av-Matoran were the first Matoran. They had one of two paths: either become a Bohrok or become a Toa. The GBs didn't exactly know how many Toa or Matoran they'd need to maintain the universe, so they gave all the Av-Matoran who didn't become Bohrok the programmed ability to become a Toa if presented the opportunity. And given how few Av-Matoran aren't Bohrok yet, it's safe to assume almost all of them are programmed with the ability to become Toa, whereas most Matoran in the universe explicitly are not.
