Whenever it gets full, i go through them and start dumping the worst ones. IT's almost surprising i even saved some that don't actually feature art. Still, it's become hard to go through my cardbacks, because a lot of them feature great art.
For whatever reason, most Hasbro toys today stopped making the art the focus for the packaging, even though they still hire great artists. But obscuring that art just makes me throw them away automatically now.
Boxes are a little easier to get rid of. Most imports' boxes are just pictures of the toy, so they're easy to dump. With western toys, it's still rather easy, because most boxes are just picture windows with very little art if they're mass market lines. For western collector lines, it gets harder to dump, since they almost always include great art.
