Really tiny fine fibers to a glued surface for a soft stubble feel, like these guys. They give a nice fluffy feeling to harder surfaces, but they are definitely not durable enough for general action figures let alone Transformers. You'll see it on novelties and statues more often since there's less moving parts to scrape the hair bits off. They can get everywhere like glitter, so I seriously hope Hasbro keeps enough sense to still to hard sculpted plastic instead. Soft pvc is bad enough to deal with.
