Being an exclusive is mostly there to make their money back on tooling and the sculpt, and then some for profits.
In many cases, these figures wouldn't make it to mass market because they're incredibly niche. So even if there are 20-30k people willing to put their money up but only 15k available for SDCC, they can't release it to TRU/WalMart/Target/etc because mass market usually requires 50-100k minumum orders
Selling outside of the con can actually screw them over. They might overestimate how many people want their stuff and knowing they're going to sell it outside of the con means people won't bother getting it inside te con where people have money burning holes in their pockets.
Also, not being a true SDCC exclusive puts buyers off too.
