I don't think it's necessarily the size of them but rather where they sit in proportion to his body. On the Figuarts they sit too high up and his neck actually lacks the significant bulk it should have as well, creating this sort of illusion of them being oversized and giving him a bit of a pinhead. I think this is where FP was able to correct this design flaw and part of why he ultimately looks better in comparison.
I'll post some other Broly stuff to show what I mean to try and convey this too. Pic-related is a cap from Movie 8. Notice that his shoulders sit mostly down where they should and his neck is bulked out unlike the Figuarts.
