I think Mata Nui at one point was only supposed to be the AI controlling the robot and the "Great Beings" were the actual giant robots. When that whole "Papu and Rangi" thing was still in the plans, the Papu robot was meant to be the one lying in the ocean and the Rangi robot was meant to be the Red Star. Also, the Toa Mata are likely from the Red Star (a lot of 2001 media shows their canisters falling from the sky) instead of Karda Nui (in the later canon), and possibly Takua too.
