Like they could potentially get the license since Kaiyodo makes a bunch of Riders and Ultramen as soft vinyl kits, statues, etc. But the problem is going up against SHF, action figures far superior in construction, price, and numbers sold. So there's no point doing it. Figma had a window because the SHF then were not so great.
There's actually a Revoltech Mirrorman that never got released, so think about that.
