For me I like the idea of Slash being raised by Shredder to make him even more a parallel to the Turtles.
So like one day Krang decides they should fight fire with fire and make their own mutant turtle so he uses a special mixture of mutagen on a turtle to make it grow stronger and faster than your average mutant (while still maturing mentally) and Shredder teaches him his way of fighting.
This also creates some conflict down the line as Slash sees Shredder as his father but eventually turns on him and joins the turtles after experiencing what a true father is like (Splinter).
Tokka and Rahzar would also be prototypes for the Slash mutagen and it's where Krang learns he needs to make ths mutant mature mentally or else they'll turn out like a baby.
