A system that comes to mind that could easily be reused for these was the 2003 jungle book 2 mcdonalds toys. They're simple square tiles with notches that interlocked and build playsets. I had a huge tote filled with these things cause I liked to build tree houses with them. Now imagine these pannels being like 5 inches square, and maybe selling 2 per package, having a veriety of scifi greebling and organic greebling to differentiate the factions with the ocasional panel having a play feature of some kind, like a chair or flick missiles or gun ports.
