They counter balance the heaviness of the 8 wings on her back, so its easier for her to stand up. The ribbon itself is a pretty shitty piece because it's made of a rubbery plastic material, but also has very loose hinges where it wraps around her wrists. I'm assuming the hinges are there to articulate the ribbon, but the tassels are so heavy that the hinges can't support the weight so they just flop around.
It really is just more of a display piece that you can occasionally change the pose of. Unfortunately, the ornaments of the design either weigh too much h and throw off the figures balance, or restrict articulation. But to be fair, that's really just the fault of the characters design. I can't think of how they could have remedied any of this. Despite all that, it's a great figure if you're an old school digimon fan like me. Or if you just like big titted toys.
