It doesn't really matter at all, because they're designed to be removable. If you want him to be completely game accurate you can just take them off.
Oh and if you're eventually planning on collecting all the ODSTs, you should know beforehand that they never made a Romeo figure. This may be a deal-breaker for some people. I just replaced the team sniper with Johnson and gave him a sniper rifle. (he used to be called Sniper Sergeant in the original Halo CE game files anyway)
