And Regina has been included in polls for which character you'd like to see them make, including the current one and she's come fairly high in past polls, so they have at least considered it and I don't think they would rule her out just because she never technically became a Precure.
Especially since if you're counting Michuru and Kaoru's powerups (which Bandai don't) then Regina might as well count too, she DID have similar powers and I imagine she'd sell well just based on the idea of being able to make great displays with Heart and Diamond.
