Hasbro didn't think sales were high enough though, so they ditched the movie name to not pay royalties and continued selling GI Joe stuff to stores.
Again, it was the GI Joe 2 sequel being delayed for an entire year after the movie toyline already came out that fucked over retailers. They tend to buy up way more stock to account for a big movie release, as the brand will be more recognizable. However, without the movie to back up what was on teh shelves, there were a ton of unfamiliar designs that no one really know who was what, and stores were stuck with a lot of product.
Maybe sales were good, or maybe they werent, but the effect is that sales weren't high enough and stores stopped ordering anything GI Joe from HAsbro.
When the movie was finally released 8 months later, the damage was already done and stores basically boycotted the toyline.
Also, this was around the time toy companies stopped making a toyline for every movie, likely because stores were burned badly on poorly received movies.
