Actually no non show character ever got a Transmetal 1 (with an exception I will post below) so I guess they wanted to change that for 2 with old non show characters and new characters.
Spittor technically had a Transmetal 1 form but it was a repaint of his regular toy for some exclusive or something. The squid had one like this too but they only ever did 2 like this.
