So, after some experimentation in making pirate hats, Sculpey is the winner! Cloth didn't work- the brim had too many cloth wrinkles and I couldn't get the crown deep enough. Leather was an improvement, but still had a shallow crown. Sculpey was surprisingly easy to work with. Rolled a ball, flattened it with a WD40 can (I misplaced my hobby rolling pin). Wrapped masking tape around a skull and slapped the pancake on the head. Lightly formed a nice deep crown and folded up the brims. It only took a few minutes.
