The problem is that most of the World City sets have this weird-ass aesthetic that doesn't mesh well with Town/City sets released before or after it. I feel that these sets are the worst offenders since they look so goddamn weird compared to how normal City/Town sets look. Just compare 7035 to the police station released immediately after it (7237) and it's like night and day.
Another problem is look at those three categories I posted. It's just rescue vehicles and train stuff. No construction vehicles, no hospital stuff, no airport stuff (outside of promo sets, no commercial stuff like banks or stores, no residential stuff, not even any Fire Department stuff outside of two fire boats. It's a pretty damn barren theme in general compared to what came before and after it.
