For the Scharn I did (about 3 years ago at this point) I painted the camo on the hull first and then painted the deck with a fine point brush. If i were to do it today I'd use an airbrush, so I'd spray the base deck color first, mask the wooden parts of the deck, then spray the rest of the ship. I always left the turrets and minor details (the small AA guns, etc.) off, but everything else was glued in place on the deck.
