I appreciate all the suggestions guys! I think the JSDF figma is literally what I've been looking for, but I've got a lot more options to keep my eyes open for now.
I can personally recommend the Acid Rain figures (the ones produced by Toy Alliance at least) for detailed 1/18th figures in a vaguely similar style. They're more war torn, but there's definitely a specific few that fit a more urban outfitting. Pricey too, but I'd say they're absolutely worth it if you can shell out for them.
