Some kids might still be interested in toys, but a tablet is more versatile and will pay off in the long run more than the equivalent of $100-200 buys in toys today so parents are buying them for their kids as young as 2-3. The asshole parents you're describing who just want the kid to be quiet and don't bother to limit tablet time? Those are the majority now.
