Basically, those are some old Clone Troopers that we met in the first CGI series, Rex being Anakin's own second in command.
In Rebels, the series that takes place between Revenge of the Sith and A New Hope, we've be told all the Clone Troopers were basically laid off after they Order 66 the Jedi and the Empire took over.
Rex had been witness to the aftermath of another Clone who had become aware of the conspiracy where Biochips had been implanted in every Clone Trooper so that they would automatically carry out Order 66, and Rex was apparently able to get several Clones' chips removed.
So he and a couple of other noteworthy Clone Characters went into hiding/retirement on a desert world, hunting Sand worms with an old AT-TE.
