In the original mini-comic the harness was not designed specifically for him, it was just something the Green Goddess had lying around and gifted it to him. He-Man just looks like that all the time even without the harness, but the Filmation origin, the harness and all is specifically his. Though I admit one could make an argument that he is just wearing the attire of "defender of Grayskull" and anyone wielding the power would have that outfit. But then you could also make the argument that anything tied to Grayskull should also have the cross.
Really it's all just a byproduct of designing the characters and then figuring out the lore.
