The whole "behind closed doors stays behind those doors" sort of mindset, you can do what ever you want in the privacy of your own home and they will tolerate events and what not so long as they stay there. You can be kept off some buses for wearing a Nintendo glove and they will insist you conceal it. Basically the market is held up by people that want it but accept they can never show there power level. Also those birth rate declines are wholly blamed on otaku culture so you got a double whammy of tolerance. Japan is in a state now where they sooner tolerate citizen foreigners over otakus.
