He's also the most obvious choice of the humanoid characters to round out the set, since the only other options would be Grimsby or the Chef. (Or one sister.) Vanessa was just Ariel with different colors, and is double engaging on a kid's level because she's a villain and a girl doll.
Making Maurice would require an entirely new body mold, new face mold, and quite frankly I'm afraid they'd do the weird beanbag thing they did with the fairy godmother.
I'm not saying I wouldn't want a Maurice doll, I'm just saying from a business stand point, Disney would consider a Maurice doll a risky and fruitless venture. Kids aren't clamoring for Maurice, in the same way they aren't clamoring for Hercules or other characters Disney ignores now.
