For some reason or another, clowns are not considered dolls.
A doll is taxed almost twice higher than a regular toy is, so it's significant cost and why Toy Biz would challenge the tariff by arguing that superhuman type characters are not human.
And i think diorama or playset is more appropriate, as the function of the setting is totally different.
