They prob see them as characters that have relevance in a current game more so than movie characters. Roshi is coming too who was also a somewhat recent dlc, Baby could be coming from them as they have the 4s already. From shf movie characters don't seem that likely currently and if they do it'll likely be the same fighterz featured ones.
