There was some room to make her slighly bigger and still be shorter than the shredder figure. But that would mean a whole new production mold which I don't think NECA is willing to do for April or the other way around and make new smaller turtle figures.

Even if they made April a bit shorter than Shredder, there is still room to make her taller than the turtles. It's still makes Aprill shorter than most of the men like Vernon and Ratking. She just would struggle looking over the heads of the turtles.
