Looks like the shoulder area sits just way too high, so it makes the breast area look like it's sagging.
Perhaps there is a way to re-engineer/mod the entire shoulder region to be about 5mm lower than it is by default?
See how much difference lowering the shoulders by 5mm actually makes.
