Disney/Marvel made the license and they're the ones that regulate how shit is done. Their lawyers write that shit up to ensure they maximize the bucks and ensure no one is stepping on another company's toes so that they don't get sued.
Diamond, Mezco, NECA, Diamond, Hot Toys, etc etc all have the Marvel license as well and they release action figures that cost anywhere from $8 to $500. Here's Diamonds $8 Marvel action figure.
Also, "Master license" is just a term used to denote that they're able to make a variety of products (action figures, vehicles, role playing, etc etc).
