All I know is that the little 'pilot' was part of the original gimmick for him (it's known Tigerhawk was supposed to get one, too, and there's a possibility OpOp also would have included one) that was supposed to be a projection of their Sparks for some reason. The gimmick was dropped because Hasbro ultimately decided it would confuse kids into thinking they were actual pilots a la Diaclone and thus defeat the whole mythos of Transformers being sentient, autonomous robots, but the chairs and bubble cockpits remained as a holdover of the idea. Since the chairs were on all releases, the pilots that were supposed to sit in them had to have been part of the sprues somewhere, and were still included with the mold when Cryotek came around.
