At this point I'm just going to assume incompetence since the waves lately seem to have no themeing or unifying thing whatsoever in general, not to mention just how Tech looks period. Like I'm going to be displaying the crew helmeted once the full set is in hand, but I don't know what on earth they were thinking with not giving him a separate goggled head. Maybe Echo is getting delayed just because they're unable to work out the way his helmet works without supplying a second head and it's causing some partscount or cost issue.
