But that's 2 years of relatively consistent releases of water boys, in any case. Betting that it was due to "hey split-open-able toys might be fun in the water" or "hey it's almost the 90s, other toys/companies have water gimmicks, can we make some water vehicles or submersibles real quick" or both, but open to hearing better speculation.
