You get levels such as that from either a large, sudden exposure, say a leaded fuel spill, or working in an area stripping lead paint without a respirator/filter, OR prolonged exposure to smaller amounts, IE, eating with utensils that contain lead over a period of years, or cooking with pots that contain lead, again, over a long period of time.
The amount, if any, contained in the paint found on an action figure that will be used by an adult, and not a child who will suck the paint off of it, is minuscule enough to be harmless. And with that, it would take many figures over a long time to actually affect a child who would suck off the paint.
