the problem was - minifigure torso. The torso i needed existsonly in a bigass Lego Batman Movie set - the bat-mech.
Comissar Gordon was wearing the uniform that i needed for this idea. I was going to get that set but never did.
This mech is supposed to be an old half broken mech piloted by paralyzed former commander
