I had an action figure when I was really young, it was the early 90s; toy was a hand-me-down action figure. I remember three things. He wore green, his torso was designed to spin, like you'd twist his upper body a whole bunch and then press a button on his belt I think and it'd spin. And his face was actually a removable piece that revealed a robot face underneath. I know it's not a lot to go by, but does this sound familiar to anyone?
