I thought so as a kid, and I think so right now as I'm watching all of them again. Dragon Ball is not the most complex story ever, but the movies take that to the extreme of shittiness. Comparing the movie plots to the show doesn't make the movies look better, it just undervalues the show.

Most of the villains have zero charisma and are just copy pasted versions of things already seen in the actual series. Another evil saiyan (that looks like Goku for no fucking reason). Another evil old namek that wishes for youth. Now Frieza has a brother with his own Ginyu squad. Now there are more Androids. Another evil Saiyan but now he's legendary. Here, a new magical being.
Beerus is not the best character ever but it's miles better than any other movie-only villain, and taking into account these movies only consist on "new baddie appears, let's fight him", at the very least I expect the villain to have something interesting about it. But most of them are cardboard cutouts. I admit we got a good design in final form Cooler, but other than that I can't really find any reason to find these movies "pretty good" other than nostalgia.
