Even though he's got a higher starting point than the Saiyans we're used to, Cell was still able to kill a SS1 in his semi-perfect form, and perfecter was able to go toe to toe with SS2. Especially considering the powergap squish that has happened over the years, I'd say it's reasonable to believe Cell would easily dab on Cabba.
