Back when /toy/ was created, we had individual threads for a lot of shit.
It wasn't until 2009 that Generals became a thing and mainly for Transformers, because they took up almost 3 whole pages of the board.
Of course, back then, just like now, only the first 5 pages of the board are actively used (unlike actually popular active boards). Page 6 may have some biweekly discussion, but everything is mainly a dead thread after that. With /toy/ today, most of the threads after page 5 can't even be bumped back to page 0 and is regularly forgotten about, even if it was active (post count per minute/hour dives down fast after 300 posts and leaves page 2).
Generals are a pretty big negative, because they've only created cancerous circlejerks, which keep fresh blood from learning about new lines, thanks to most new discussion being hidden in the generals. So there's not a lot of new fans entering toylines, because if something interesting isn't on page 1 or 2 and shown in OP's image or hanging in the last 5 posts, no one but the circlejerkers will see it.
These actions and shifts in behavior thanks to Generals becoming a thing was pretty noticeable, and quickly created fanboy wars between the Generals and /toy/ became one of the biggest no-fun boards on 4chan.
