Some guy believes that villains don't sell in Japan, which is an often repeated reason said on /toy/ from over a decade ago, because they're unpopular. That may be true for certain franchises or toylines, but there's a ton of toylines where villains make up a pretty large portion of sales, hence showing villains are popularity (for other series).
