You have to remember that the Warthog was built for humans standing up to 6'3" or whatever, while most Spartans are all 7'+. It's why Bungie made up special rifles for the Spartans because of how tiny they would actually be for them. They looked ridiculous if they didn't scale them up. Same with Spartans not riding around with their heads outside of the Warthog cockpit in the video game. With physical toys, where normal soldiers need to fit inside the Warthog, you start having trouble.
Obviously, you can contort the figures to fit inside, but it sure as fuck isn't natural looking. I was able to fit my McFarlane Spartans inside my Jada Warthog, despite the scale difference (1:15 vs 1:18). I have the WCT Warthog too, but i haven't brought out my Jada Warthog tosee the scale differences.
