sure they could have done that from the beginning, and by now we'd have plenty, but in the beginning they wanted bling-bling noises and a "game" function, and "brick-built" was a thing they were (and still try to) heavily push
Lego knows the moment they make a Mario minifig, the brick-built version implodes (they might try it if the electronic version sales slump?)
