It is an entirely new sculpt as far as I can tell, but it looks so similar to the old one in most places that you'd be hard pressed to tell which is which at a glance (most telling signs are the darker mouthplate and differently shaped feet). The new one is definitely better, it's just...a very small increment of better compared to some other renewals. And the old Shadowmoon was already pretty good, so a lot of people would rather that time and money go into some other Rider.
