That figure is the Assemble borg Nexus, seen here in its normal get up and then to the right with its special parts from that bike kit. You can get it a variety of places, from Ebay and Amazon to hobbysearch japan, which is where I got mine.
Relatedly, there are several more in that line that are quite nice, particularly the "Demons" like Devil's blood, Acid Worm, and Torturemania. The Jarkroid is also nice and he is very clearly the figure that the Nexus was modeled on. Really anything in that line is good, with the possible exception of the Seleveroid's. They're ok, but their plastic is a bit too soft for my liking and they use a different kind of hand which comes with different kinds of weapons that other Assemble borgs can't hold onto without transplanting the hand of a Seleveroid onto them.
