Last year, Ribose - a non-GSC affiliated company - announced they were doing a 1/7th scale Iruru figure and a non-scale Tohru and Kanna. The placeholder image they used for the announcement was the vol.1 Manga cover art. There was little theorising as to what 'non-scale' was going to mean and most got very excited that they were finally getting non-FOTS figures of DM characters in their original outfits. After teasing for a few days with an image of Kanna's tail and Tohrus horn, Ribose revealed what their 'non-scale' Kanna actually was.
It was not well received. Because nobody was expecting a Chibi. Let alone one that bad. And then the next day GSC released pictures of the Nendo. I don't really know where you guys got the impression
