Go look at how much 4" figures have been selling for. They're all $12 or more per figure today. Considering this is an exclusive and single convention exclusives have sold for $15 before (sgt Slaughter, Zaranna in 2011/2010), it's a fairly good deal.
Compare this to SDCC exclusive Thrawn for $50 (Obi Wan was $45 in 2016), it's a better deal.

This isn't to say that they're unforgiving or that they have a shit memory, because they'll repeat the same mistake over and over again. If GI Joe has another movie, they'll order up a ton of quantities again, even if it bombs on em.
