They need to milk the expensive steel molds for all they're worth (hence the variants), and should the two characters they chose for the first wave do well enough, they will produce the next two (and make variants of them), and if
those do well, then they will continue. However, considering that the last company that tried to release Bucky figures went under before they were released...
