The weapons were designed beforehand and were given out to whatever character they saw fit. Sometimes it kind of worked, like the axe blades replacing Arcee's arm blades or the large swords becoming Kickback's abdomen, and sometimes it was kind of random like Blitzwing's gauntlet. Hell, if you look at the concept art, the hands and missile pods were meant to be separate weapons.
And if you think Bliztwing was weird, you should see the core class from the same period. Skywarp didn't even get null rays because of his energon weapon part.
