Plastics can throw as well as metals, look up any delrin throw. Avoid magicyoyo and most Chinese companies. C3 yoyo design, skyvvas, protostars, and shutters are awesome starters, all under $50.
Don't worry too much about the shape as you can start discerning the difference in play feel well after you're past learning your first combos. Get something you think looks cool.
Getting an extra set of strings is nice, but considering you don't really need to replace them all so often (I have plenty 5+ year old strings still chugging along), and the tension thing can be fixed depending on which direction you wind it up.
Yoyo factory is having a huge sale, click their a-may-zing tab and you can get $100+ metals for 20-$50. I would start there if I was you to make sure you get a quality throw.
Don't touch your bearing, meaning don't bother cleaning or lubing it. If your yoyo is responsive when it shouldn't be it's usually cuz of something else (commonly string tension)
